Landlord Partnership Program

Partner with us to stabilize communities and support tenants in need

The Stepping Stones Project works directly with property owners, managers, and real estate investors to provide stabilizing support for tenants who are facing financial hardship. Our Tenant Stabilization Fund (TSF) helps prevent evictions, reduce turnover, and strengthen community outcomes.

We believe stable housing is good for families and good for neighborhoods — and landlords play a critical role in that mission.

How the Program Works

1. Landlord Identifies a Tenant at Risk

A resident communicates hardship, or your team identifies a risk of non-payment or displacement.

2. Submit a Referral to Stepping Stones

Landlords can refer the tenant through our simple online referral form.

3. Tenant Applies for Assistance

We review eligibility and verify their hardship.

4. Funding Decision

If approved, assistance may be provided directly to the tenant or on behalf of the tenant (IRS-compliant).

5. Stabilization Monitoring

We stay in touch with both tenant and landlord to ensure long-term stability.
